I just had a phone conversation with R. D. Schaffer and Christian
Arnault.

We agreed that the muon identifiers should return Identifier objects
rather than inheriting.

The structure of the muon (and other subdetectors) will be contained
in XML files that are interpreted by an identifier dictionary package.
Christian will work on this once CMT issues are settled.

The muon identifiers package will depend on the identifier and
identifier dictionary packages. There will be no dependence in the
other direction.

I will provide one or more use cases for the identifier and identifier
dictionary packages from the point of view of the muon identifiers.

I will proceed as far as I can without the identifiers and identifier
dictionary but will need those to complete the muon identifers package.
