Update dial_condor/doc/index.html
Finish dial_condor.

Add dial_merge/ScheduledDatasetMerger.
  Inherits from dataset_split/DatasetMerger.h.
  Tkes a splitter as input.
  Appends new datasets to a list (SimpleCompoundDataset?).
  Asynchronously creates jobs
    Application calls input dataset splitter.
    Input datatset is the compound dataset.
    Output is the new merged dataset.
Modify CompoundJob to use the new merger
